I can tell you what I did. I picked up a pair of leather saddlebags intended for horses. They seem smaller, so probably for ponies. They are all in one piece, the kind you "throw over" the back of the horse. I hang them over the passenger seat and they have leather tie down strings that keep then from falling off. There is no modification to the bike at all, they can be removed quickly and easily, and they will hold a rain suit, road maps, etc. I only paid $15.00 for them, they were brown and I dyed them black (to match the bike) with Kiwi liquid shoe polish. Don't look half bad either. Just thought I'd throw that one out there.
